Vice President/Chief Financial Officer

Clarke currently serves as the Vice President and Chief Financial Officer (CFO) of Howard Strategies Group, LLC. His major role in the company is providing information technology (IT) services and job tracking during the production process. Clarke is also the sales representative for specialty envelopes for the company and provides financial management and cost estimating services.

Clarke acquired over 30 years of Federal service with experience in installation support, housing facilities management and Project/Program Management, job costing and financial forecasting. The most relevant was with the Residential Communities Initiative (RCI) program at Major Army Commands, Army Staff, and Army Secretariat levels. Clarke brought a wealth of field experience to the Army. He began his career as a carpenter with his father in a family owned home construction business eventually becoming a partner in the business. His Federal career began as a Department of the Army employee with the Directorate of Public Works at Fort George G. Meade, Maryland where he worked for twenty one years followed by a tour with the US Army Corps of Engineers (USACE) as a Realty Specialist until joining the Army Secretariat at the Pentagon in 2003. Clarke’s assignments included all areas of management to include: Facilities Maintenance and Maintenance Contracts, Development of software project costing and tracking, General and Flag Officer Quarters, Lodging Facilities, Unaccompanied Personnel Housing, and Housing Budgets. Serving as a Program Manager, Clarke was involved in all facets of the Privatization and Partnerships program for the Army Secretariat, Energy Programs and Army Historic Properties.

Clarke completed numerous Army Training and Management Programs throughout his 30 years of Federal service and completed courses at the University Of Maryland School Of Public Affairs Executive Education Program. He is a member of the Professional Housing Management Association International (PHMA), a Certified Defense Privatization Manager, Level II, and a licensed Real Estate Salesman in the State of Maryland.

Retiring after 30 years serving as a Civil Service employee for the Department of the Army, Clarke served as a Program Manager for the Office of the Assistant Secretary of the Army, Installations & Environment, Headquarters, Department of the Army (HQDA). He was a staff advisor to the Deputy Assistant Secretary of the Army for Privatization and Partnerships (P&P), and other senior Army and Department of Defense (DoD) leaders. He was responsible for developing and providing executive level policy, analytical service and support for the Army's Privatization and Partnerships program. Clarke served as an advisor for the HQDA Procurement Team, managing the P&P Website, and was responsible for numerous reports to DoD and Congress including prepared responses to queries from other Federal Agencies, the Military Services, and private industry.
